Born in Meru County and raised by a single mother, Dr. Outa’s story is one of determination and sacrifice. Her mother’s unwavering commitment to her children’s well-being laid the foundation for Susan’s personal and professional values.
“My mother worked tirelessly to provide for our family,” she recalls. “Her strength inspired me to chase my dreams, no matter how big they seemed.”

She began her education at Kilimo Primary School, later attending Molo Academy High School, and ultimately graduating with a medical degree from Kampala International University.
Driven by a desire to deepen her understanding of healthcare systems, Dr. Outa is currently pursuing a Master’s degree in Health Systems Management — a testament to her continuous pursuit of excellence.

Dr. Outa embarked on her medical career in 2013 as a Medical Officer in Busia County. Over time, her commitment, clarity of vision, and leadership acumen earned her the role of Chief Officer heading the Public Health Directorate.
